Next patch it will, yes. Spell Haste ~= +Spell Damage for affliction warlocks and shadow priests next patch, although in some respects it will actually be better as mixing stats on an item causes less diminishing returns.

Alternatively go for belt of blasting, which you will not need to replace before WotLK.
Not sure of the stats for your current wrists but failing anything else I can craft [item]Bracers of Havok[/item] which I think are pretty damn good for a blue item. There's always the 35 badge ones too.
Boot wise FSW is probably a good option, I think there's a long queue for the Boots of Shifting Nightmare from Hydross.

Ring wise, I'm currently using the Cenarion exalted ring and the Scryer exalted ring, but there are loads of options here with the Violet Eye ring and numerous others from Kara. There's a very nice ring coming with badges with 2.4 (+27 stam, +19 int, spell hit +28, spell damage +35) which I may make my first purchase but like yourself I'm seriously tempted by the 150 badge Scryer's Blade (gief Hexblade :) )
